IFPTE Calls on Speaker Johnson to Instruct House Rules Committee to Allow Votes on Amendments

WASHINGTON, DC - Today IFPTE urged House and Senate leaders to commit to a process that will allow for an open and democratic budget process.  Specifically, IFPTE calls on House Speaker Johnson to instruct his Rules Committee chair to permit members to offer, debate, and vote on amendments that will protect federal workers and the important services they provide.  IFPTE has worked with committee allies to advance three key provisions:

  • The Hoyer Amendment - prohibits Reductions in Force (RIF) actions unless allowed by Congress.

  • The McIver Amendment - reinstates probationary employees who have been illegitimately fired by the Trump Administration’s mass termination directives.

  • The Connolly Amendment - prohibits funding for the implementation of the Trump Administration’s Schedule P/C (previously called Schedule F), a new employment classification that removes competitive hiring and merit principles and turns large swaths of the apolitical civil service into a partisan workforce.

IFPTE President Matt Biggs said, “House Speaker Mike Johnson needs to do his job and ensure the continued funding and operation of our federal government while using Congress’s Constitutional authority to stop undemocratic and unlawful actions by Trump, Musk and their out-of-control DOGE cabal.  The American people have already had enough of this GOP-directed failure of leadership, and Speaker Johnson must act now to get back to something resembling regular order by instructing his Rules Committee chair to allow for an open process for the Continuing Resolution and full House votes on the Hoyer, McIver, and Connolly amendments.” 

Secretary-Treasurer Gay Henson said, “The assault on the civil service has quickly and predictably led to the undermining of vital federal services that many people rely upon daily.  Right now, Americans in every Congressional District in the nation are beginning to realize first-hand the havoc that Musk and his unauthorized demolition team are wreaking, as key federal services falter and fail.  Constituents have started calling on their Representatives of all political stripes to restore sanity and democracy, and that chorus will only grow louder as Speaker Johnson continues to waffle.”
